The following Proclamations were some found on the chroniclingamerica.com website.
Similarly to what's happening now with the CORONAVIRUS Epidemic, the Kingdom of Hawaii/ Hawaiian Kingdom had the smallpox. Issues turned to inoculations to prevent the decimation of the populations.
The missionaries were relied upon due to their saving the people moves and were expected to save the people physically as well.
Kamehameha III's Proclamations included having the missionaries pray for the people, etc.
The other important Proclamation included informing all nations of the Kingdom of Hawaii's/ Hawaiian Kingdom status of neutrality:

Kamehameha III - Kauikeaouli died. Kamehameha IV - Alexander Liholiho was his Successor.
Note: the Important Notice was printed on Page 3 of the newspaper. One would think that such important news would be on Page 1 NOT Page 3. It appears that the newspapers had animosities for the Hawaiian Constitutional Monarchy.....
Kamehameha III - Kauikeaouli took care of his people and passed Proclamations to protect the lives, safety, health of his people.
He passed the Mahele in 1848 and in 1851 assured that his people would have Allodial titles forever properties to be passed on to kanaka maoli to their descendants forever and ever their mineral, water rights, and free from taxes.
Kamehameha III - Kauikeaouli was not feeling well since 1853, he made a Proclamation that his adopted son Alexander Liholiho would be his successor, then he passed the Neutrality Proclamation and made sure it was served to other nations.
