The following article shows that the Vagrants are Leeches and should be able to work at least four (4) hours, etc. The occupiers now sympathize with the vagrants and view them as helpless individuals that governments should support, etc.:

SUMMARY
Kanaka Maoli naturally helped vagrants in the past, but this article shows the following:
"Vice, crime, and extinction" is expected by the vagrants who spend most of their time without working. They are leeches and classified as Vagrants.
Today, they are viewed as homeless who needs to be taken cared of by the government.
