Neutrality is an important term in international warfare. A neutral country does not take sides with belligerents during times of war. In contrast to many countries which are currently at war, many neutral countries managed to remain so even during World War II. The general guidelines to neutrality were outlined in the Hague Convention of 1907, Articles V and XIII. While there are several intricacies to what neutral countries must do to retain their neutrality, the guidelines can be essentially be summed up as: Neutral countries must remain impartial and neither assist nor attack either side, and the belligerents—countries that are actively participating in the war—must respect this stance, lest they forfeit any troops, prisoners, or supplies that enter a neutral country's territory. However, not every country that declares itself neutral follows the Hague guidelines.

While most countries declare their neutrality one war at a time, other countries are permanently neutral by either constitutional decree or as part of a previous treaty or peace agreement. In fact, many permanently neutral nations have no military at all. Neutral countries that do maintain a military usually have the right, according to international law, to set aside their neutrality and join a conflict if they so choose. The United States did so when it entered World War II after the Japanese attack on Pearl Harbor. Neutral countries differ from “non-belligerent” countries in that the latter does not fight directly, but may offer non-combative support to one side or the other—for example, by supplying a certain belligerent with food and ammunition or allowing passage through territory that is off-limits to opposing forces.

Profiles of neutral countries:

Switzerland and Finland

Perhaps the best-known permanently neutral country, Switzerland has been neutral since 1815, including during World War II. Today, Switzerland maintains a sizable military to deter aggression, holding to a policy of “armed neutrality,” but forbids foreign deployment of its forces, with one exception: The Swiss Guard, which protects the pope and much of Vatican City.

Finland gained its independence from Russia in 1917. It signed a friendship treaty with the Soviet Union in 1948, which kicked off its history of neutrality. This friendship treaty was rendered “null and void” by the collapse of the Soviet Union; however, Finland still maintains friendly relations with Russia despite being a part of the European Union.

Ireland and Japan

The Republic of Ireland is a neutral country. Japan’s constitution states its neutrality, reading “the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes.” Japan has a Self Defense Force that helps the country rebuild from disasters such as the 2010 tsunami.

Liechtenstein and Sweden

Tiny Liechtenstein is located between Austria and Switzerland, two other neutral countries, and has not had a standing military of its own since 1868. The country remained neutral in World War II and continues to do so today. Sweden declared itself a neutral state in 1834. During World War II, Sweden's neutral status was controversial, as the country both allowed Nazi troops to cross its borders to Finland and sheltered people who fled from Nazi persecution. In 2016, Sweden allowed NATO forces to use its land for military operations.

Turkmenistan and Vatican City

Turkmenistan has been neutral since December 12, 1995, a date celebrated every year with fireworks and concerts. Its neutrality came as a result of a United Nations resolution that guaranteed its status. Vatican City was recognized as an independent and sovereign state in the Lateran Treaty in 1929. In exchange for Italian President Benito Mussolini signing the treaty—which granted Vatican City's independence—the city-state (which is located entirely inside of Rome, Italy) agreed to remain neutral in all international matters.


Hawaii - Kingdom of/Kingdom of Hawaii

Hawaii - Kingdom of  is located in the Pacific Ocean and known as the Hawaiian Archipelago and made up of 133 islands. It has been a neutral nation since Kamehameha III signed and passed the neutrality law.  It has not had a standing military of its own since 1854. The country remained neutral in World War II and continues to do so today. Hawaii - the Kingdom of/Kingdom of Hawaii declared itself a neutral state in 1854 or 20 years after Sweden in 1834. During the Spanish-American War in 1898, the Kingdom of Hawaii's neutral status was controversial, as the country was invaded/violated by the United States who supported a newly formed non-sovereign Provisional Government turned into a non-sovereign Republic of Hawaii then a U.S. President William McKinley's non-sovereign Territory of the United States turned Territory of Hawaii which allowed their status to be a warring, belligerent entity protected by the U.S., Great Britain, and France who had withdrawn their protectorate over the Kingdom of Hawaii and supported the new Territory of Hawaii under the newly created American Empire, a second nation with the United States. The Provisional Government turned Republic of Hawaii then Territory of the United States turned to Territory of Hawaii supported their fighters with pamphlets (on how to combat, etc.) and weapons to fight with subjects of a neutral nation - the Kingdom of Hawaii while usurping Queen Liliuokalani in 1893.  The Americans in Hawaii gave food and drink to the U.S. Military on their way to fight in the Spanish-American War which was started by U.S. President William McKinley four (4) days before obtaining U.S. Congress approval.  U.S. President William McKinley violated the U.S. Constitution by starting War without the approval of Congress; he breached the Neutrality law passed by Kamehameha III in 1854; he violated the 1850 Permanent Friendship and Amity Treaty signed and ratified by Kamehameha III and U.S. President Zachary Taylor; he violated the U.S. President Grover Cleveland's return of Hawaii to Queen Liliuokalani in 1893, 1894, and 1897; he made conspirators/treasonous persons of the Provisional Government Americans; he provided U.S. Military support; he had the American flag raised as soon as it was lowered and taken down by U.S. President Grover Cleveland's people.  The Pearl Harbor lease expired after 30 years and the U.S. was conveyed lands by the conspirators who were also Trustees of the Bernice Pauahi Bishop Estates.  The Trustees included banker and widower of Bernice Pauahi Bishop named Charles Reed Bishop, Samuel Damon, William O. Smith et. als.  Queen Liliuokalani and 40,000 subjects opposed annexation and the newly formed Territory of the United States fought with them, jailed them, killed many and supported the U.S. Military passing through the Hawaiian Islands to fight with the Spanish, the Cubans, the Filipino's, Japanese, Germans, etc. thereafter.  Our neutrality status was a reminder to the occupied nation and the people fled from prosecution by the newly formed government personnel from the U.S. government - the Territory of the U.S. then the Territory of Hawaii and occupied the neutral nation Kingdom of Hawaii which has full 100% sovereignty and added the islands under the American Empire which operated with Territories only- and Territories had No Sovereignty. 

Note:  Annexation was claimed but it was a lie since 1898; the newly formed Territory's Attorney General claimed that 'the territory was the successor of the Kingdom of Hawaii' and U.S. President Dwight D. Eisenhower signed an Executive Order making Hawaii created by U.S., a State of the U.S. which shared a 1/50% sovereignty with the other 49 states.  Meanwhile, the Kingdom of Hawaii with full 100% sovereignty continued on with a permanent treaty applicable to Article 6 of the U.S. Constitution (1787) - 'Treaties are the Supreme law of the land' and judges had to respect that also; and lastly the documented breaches of the neutrality law made in 1854 by Kamehameha III was also documented by U.S. President Grover Cleveland in 1896.

The following by Kees Van Djik aids in documenting Five (5) more Breach of the Neutrality Law by the U.S. and noting another evidence of the Failed Annexation by the U.S.:

Kamehameha III - Kauikeaouli died before the deal by the U.S. paying $300,000 to gain control over Hawaii.  
Kamehameha IV - Alexander Liholiho did not do the deal.
Note:  The 1850 Treaty of the Hawaiian Kingdom and the United States is not shown in this history.
Hawaii was the focus of Annexation by the U.S.; and was claimed to be the land of the missionaries by the Aliens/foreigners:
Hawaiian Rifles formed in 1846;  the exclusive right to use Pearl Harbor was agreed to by King Kalakaua but he was Not the Allodial land owner for Pearl Harbor:
 
American Marines provided Ammunition for the Honolulu Rifles/ usurpers against Queen Liliuokalani in 1893 - (1) another example of breach against the neutrality law:
Queen Liliuokalani clashed with American Stevens:

Conspirators/usurpers asked for assistance by American Marines from the U.S.S. BOSTON. (2) This is yet another example of the breach of Neutrality by the U.S.
  
Minister Stevens "caused the U.S. troops to be landed" - (3) another example of the breach of the neutrality law; Queen Liliuokalani was under duress and resigned/left the room under protest:
Queen Liliuokalani still held the Barracks, the Palace, and the Police Station.  The Hawaiian flag continued to fly.
Stevens invited other nations to assume other islands in the Hawaiian archipelago - (4) a breach of the neutrality law:
 
U.S. President Cleveland ordered "the restoration of Queen Liliuokalani" in 1893:
 
"Washington directed a naval squadron to the islands" -  (5) yet another breach of the neutrality law:

SUMMARY
The U.S. has failed in respecting the Neutrality of a neutral, friendly, non-violent nation and has breached the Neutrality law.
The above five (5) points of evidence which shows the breach of the Neutrality law by the U.S.:
(1) American Marines provided Ammunition for the Honolulu Rifles/ usurpers against Queen Liliuokalani in 1893;
(2) Conspirators/usurpers asked for assistance by American Marines from the U.S.S. BOSTON. 
(3)  Minister Stevens "caused the U.S. troops to be landed"
(4) Stevens invited other nations to assume other islands in the Hawaiian archipelago  and
(5)  "Washington directed a naval squadron to the islands"
and the above five (5) must be added to the previous posting with eight (8) evidence of the breach of the Neutrality law:
(1) 1893 - Premeditation which led to piracy(ies) on the high seas did occur and evidence has been found. The references follow:

(2) 2) New York Times article, "Pearl Harbor Coaling Station - IMPERATIVE NECESSITY THAST THE UNITED STATES TAKE POSSESSION" dated January 8, 1893 and printed January 9, 1893 or eight (8) days before the dethronement of Queen Liliuokalani. 

 3) CHRONICLE OF AMERICA by Chronicle Publications, Mount Kisco, N.Y. article "U.S. ends coup in Hawaii" documenting that "Men from the cruiser Boston poured ashore on January 15 "to protect American lives and property," according to United States Minister John L. Stevens." This occurred two (2) days before the dethronement of Queen Liliuokalani. 

 4) The NEW YORK TIMES article, "The Story of a Crime" dated 6/21/1898 documents January 16, 1893 as the day that the troops landed "---three companies of bluejackets, one of artillery, one of marines, 154 men and 10 officers with 14,000 cartridges for rifles and the Gatling gun, 1,900 revolver cartridges, and 174 explosive shells for the revolving canon" was taken on land, a day (1) before the dethronement of Queen Liliuokalani.

7.  U.S. President William McKinley had the Army, Navy, and other personnel to develop the Territory of the United States in 1898 disregarding the facts that U.S. Grover Cleveland had given Hawaii back to Queen Liliuokalani in 1893, 1894, and 1897.

8.  The Booz and Allen Co. gave advice to the Bernice Pauahi Bishop Estates Trustees in 20  .  The Company works with the NSA/National Security Administration, the CIA/Central Intelligence Agency, etc.  Their former employee Snowden (corrected 9/01/22) is a Whistleblower who lives in Russia for asylum to avoid prosecution by the U.S. for releasing secrets, etc.

Background:  The Bernice Pauahi Bishop Estates Trustees helped to plan the overthrow of King Kalakaua, Queen Liliuokalani in 1893.

In total, there are 13 Counts/Evidence showing the breaches of the Neutrality law by the United States.
