The Nations that questioned the U.S. about the Kingdom of Hawaii were Germany, Spain, and Japan.
The moves by U.S. President Cleveland appears to be a strategic move to prevent other Nations from countering the U.S.
The Spanish-American war was made in 1898 by U.S. President William McKinley, then World War I and World War II affecting Germany, Japan, etc.
The U.S. under U.S. President Woodrow Wilson, China, and others became a part of the Pan-Pacific Club granting to themselves lands, etc. after Queen Liliuokalani died in 1917.
The Pan-Pacific Club evolved into the Hawaii Tourism Authority which supports tourism to Hawaii.
The moves by the U.S. Presidents shows the U.S. occupation in Hawaii remains an illegal operation that is contrary to the U.S. Constitution of 1787, the 1849 Treaty ratified in 1850, the Protectorate of 1854 breach, the Neutrality Law of 1854 breach, the 1893 Agreement of Queen Liliuokalani with the U.S. Junta, continuing on with the U.S. Neutrality law of 1895, and the U.S. Neutrality law of 1896, etc.
Add illegal operations affecting tax collections, tourism, etc. off of the Kingdom of Hawaii, Genocide, Piracy, etc., all must be returned as documented in the Agreement of Queen Liliuokalani and the U.S. Junta in 1893.
There was no Annexation, which means the State of Hawaii created by U.S. President Dwight D. Eisenhower based on the creation of a United States Territory by U.S. President William McKinley in 1898.

Neutrality proclaimed by King Kamehameha III, 1854.
Be it known to all whom it may concern, that We, Kamehameha III, King of the Hawaiian Islands, hereby proclaim our entire Neutrality in the war now impending between the Great Maritime powers of Europe; that Our Neutrality is to be respected by all Belligerents, to the full extent of Our Jurisdiction, which by Our Fundamental laws is to the distance of one of one marine league, surrounding each of our islands of Hawaii, Maui, Kahoolawe, Lanai, Molokai, Oahu, Kauai and Niihau, commencing at low water mark on each of the respective coasts of said Islands, and includes all channels passing between and dividing said islands, from Island to island; that all captures and sizures made within Our said Jurisdiction are unlawful; and that the protection andd hospitality of Our Ports, Harbors and Roads, shall be equally extended to all the belligerents, so long as they respect Our neutrality.
And be it further known, to all whom it may concern, that We hereby strictly prohibit all Our subjects, and all who reside within Our Jurisdiction, from engaging either directly or indirectly in privateering against the shipping or commerce of any of the Belligerents, under the penalty of being treated and punished as pirates.
Done at Our Palace of Honolulu, this 16th day of May, 1854.

By the President of the United States of America A Proclamation Whereas the island of Cuba is now the seat of serious civil disturbances, accompanied by armed resistance to the authority of the established Government of Spain, a power with which the United States are and desire to remain on terms of peace and amity; and Whereas the laws of the United States prohibit their citizens, as well as all others being within and subject to their jurisdiction, from taking part in such disturbances adversely to such established Government, by accepting or exercising commissions for warlike service against it, by enlistment or procuring others to enlist for such service, by fitting out or arming or procuring to be fitted out and armed ships of war for such service, by augmenting the force of any ship of war engaged in such service and arriving in a port of the United States, and by setting on foot or providing or preparing the means for military enterprises to be carried on from the United States against the territory of such Government: Now, therefore, in recognition of the laws aforesaid and in discharge of the obligations of the United States toward a friendly power, and as a measure of precaution, and to the end that citizens of the United States and all others within their jurisdiction may be deterred from subjecting themselves to legal forfeitures and penalties, I, Grover Cleveland, President of the United States of America, do hereby admonish all such citizens and other persons to abstain from every violation of the laws hereinbefore referred to, and do hereby warn them that all violations of such laws will be rigorously prosecuted; and I do hereby enjoin upon all officers of the United States charged with the execution of said laws the utmost diligence in preventing violations thereof and in bringing to trial and punishment any offenders against the same. By the President of the United States of America A Proclamation Whereas by a proclamation dated the 12th day of June, A.D. 1895, attention was called to the serious civil disturbances, accompanied by armed resistance to the established Government of Spain, then prevailing in the island of Cuba, and citizens of the United States and all other persons were admonished to abstain from taking part in such disturbances in contravention of the neutrality laws of the United States; and Whereas said civil disturbances and armed resistance to the authority of Spain, a power with which the United States are on terms of peace and amity, continue to prevail in said island of Cuba; and Whereas since the date of said proclamation said neutrality laws of the United States have been the subject of authoritative exposition by the judicial tribunal of last resort, and it has thus been declared that any combination of persons organized in the United States for the purpose of proceeding to and making war upon a foreign country with which the United States are at peace, and provided with arms to be used for such purpose, constitutes a "military expedition or enterprise" within the meaning of said neutrality laws, and that the providing or preparing of the means for such "military expedition or enterprise," which is expressly prohibited by said laws, includes furnishing or aiding in transportation for such "military expedition or enterprise;" and Whereas, by express enactment, if two or more persons conspire to commit an offense against the United States any act of one conspirator to effect the object of such conspiracy renders all the conspirators liable to fine and imprisonment; and Whereas there is reason to believe that citizens of the United States and others within their jurisdiction fail to apprehend the meaning and operation of the neutrality laws of the United States as authoritatively interpreted as aforesaid, and may be misled into participation in transactions which are violations of said laws and will render them liable to the severe penalties provided for such violations: Now, therefore, that the laws above referred to, as judicially construed, may be duly executed, that the international obligations of the United States may be fully satisfied, and that their citizens and all others within their jurisdiction, being seasonably apprised of their legal duty in the premises, may abstain from disobedience to the laws of the United States and thereby escape the forfeitures and penalties legally consequent thereon, I, Grover Cleveland, President of the United States, do hereby solemnly warn all citizens of the United States and all others within their jurisdiction against violations of the said laws, interpreted as hereinbefore explained, and give notice that all such violations will be vigorously prosecuted; and I do hereby invoke the cooperation of all good citizens in the enforcement of said laws and in the detection and apprehension of any offenders against the same, and do hereby enjoin upon all the executive officers of the United States the utmost diligence in preventing, prosecuting, and punishing any infractions thereof.
