Under American rules, U.S. Presidents "censured" lost their claims made. In the case of :U.S. President McKinley therefore lost his claims in making a government for Hawaii called the "Territory of the United States".
In reviewing the "censure" records, note that many of the U.S. Presidents were "censured".
It appears that the U.S. Congressmen have not clearly defined their understanding of the U.S. Presidents.

Note: Based on a "censored" President, it can be documented that the Territory of the United States/Territory of Hawaii, the claimed "American Empires" and the U.S. is not a legal setup.
This remains another reason why there was No Annexation and No Jurisdiction due to the Congress and President questionable actions on documenting the U.S. President as being Censored.
