The U.S. was fearful of the Japanese entering San Francisco Bay and that it would take more than 10 years to get them out.
This article shows that the Japanese were going to San Francisco in 1897.
The fear of the Japanese was one of the reasons why the U.S. invaded Hawaii in 1893.
