MEMORANDUM FOR RECORD
SUBJECT: Consultation Meeting, 18 May, 2023 (CRS-22-095)
1. In accordance with Section 106 of the National Historic Preservation Act (NHPA), USAG-HI
Pohakuloa Training Area (USAG-PTA) hosted a Consultation Meeting for Native Hawaiian
Organizations (NHO) participating in the consultation process for an undertaking to authorize a
livestock grazing lease in the Ke'āmuku Maneuver Area (KMA) at PTA.
2. The meeting was held both in-person on Oahu and over Teams on 18MAY2023 between
11:00am – 12:30 pm. Invitations to consult were issues to all 36 NHO and ‘ohana via USPS and
email (as available). Meeting information was then shared with additional parties who were
interested in participating.
3. Summary notes of the meeting are attached as Enclosure 1, including the list of attendees.

Opening
The in-person meeting room was open at 10:30 and attendees were greeted as they arrived.
The Teams meeting opened at 10:40 and attendees were greeted as they joined. The meeting
opened with roll call at 11:05.
Agenda Item 1: Review Proposed Agricultural Grazing Lease
Mr. Crowley provided a brief overview of the proposed agricultural grazing lease.
Agenda Item 2: Open Forum
Land Ownership Issues
Ms. Gora and Mr. Hulihee explained they are descendants of Kamehameha III, Hueo Davis,
Kamoalii, and others and are the rightful landowners and heirs of PTA, Waikoloa, Hamakua,
Halawa, and other parts of Oahu, Kauai, and Maui. Ms. Gora, Mr. Nakamura, and Mr. Hulihee
refute Army ownership of the land stating that Parker Ranch had to right to own or sell the land
as Charles Bishop only had a life interest in the property on Hawaii Island and Oahu, which
ended when he died. It is criminal for Bishop, Castle, Cooke, etc. to claim ownership of the land.
They further explained that Kamehameha III has allodial title to the land, not inviolable which is
a term that was edited into the documents at a later time, and since the Hawaiian Kingdom still
exists, they own the land. Ms. Gora, Mr. Hulihee, and Mr. Nakamura want the military to leave.
They explained that the overthrow was illegal, so everything that follow, including land
provisions and territorial and state governments, are illegal. They do not believe the Army
should be conducting activities on the land and it is up to the Heirs to initiate leases and other
activities. They feel the Apology Resolution is a lie and the State of Hawaii is a fraudulent entity.
Environmental Concerns
Ms. Gora, Mr. Nakamura, and Mr. Hulihee are opposed to depleted uranium (DU) and use of
the land for training. They are concerned that DU will poison the cows that eat grass grown on
land with DU, and the people who eat those cows will become sick.

Mr. Crowley explained that DU was not used in the grazing lease area and provided copies of
independent studies conducted by the Waikii Homeowners Association and others that show no
DU contamination in the area.
Ms. Gora, Mr. Nakamura, and Mr. Hulihee stated that the biggest challenges for the future of
Hawaii will be clean drinking water and management of wastewater, and use of the land as
populations increase and infrastructure spreads.
Cultural Resource Management
Ms. Gora, Mr. Hulihee, and Mr. Nakamura requested the Army avoid any heiau and iwi/burials.
They expressed a concern that burials should not be disturbed or desecrated.
Mr. Crowley responded that the Cultural Resources Office can ensure these areas are avoided
and told the group that if they can share any known locations, the Army can avoid these areas.
There was no response to this statement by Mr. Crowley.
Agenda Item 3: Closing
Mr. Kahoʻopiʻi urged the Army to listed to Ms. Gora, Mr. Hulihee, and Mr. Nakamura as the
information they shared will help the military.
The meeting adjourned at 12:30 pm.
