The following is his perspective found in his book called PRESIDENTIAL PROBLEMS BY GROVER CLEVELAND:
 
"The Congress may enact laws; but they are inert and vain without executive 
impulse. The Federal courts adjudicate upon the rights of the citizen when 
their aid is invoked. But under the constitutional mandate that the 
President “shall take care that the laws be faithfully executed,” every 
citizen, in the day or in the night, at home or abroad, is constantly within
the protection and restraint of the Executive power—none so lowly as to be 
beneath its scrupulous care, and none so great and powerful as to be beyond 
its restraining force."

SUMMARY

The Executive power, the President "shall take care that the laws be 
faithfully executed," and therefore even Congress are "inert and vain" and 
has no authority to interfere with the executives decision because 
"every citizen...at home or abroad...are within the protection and restraint" 
of the President.

Therefore, on the matter of giving Hawaii back to Queen Liliuokalani, Congress 
did not have authority in the matter.

U.S. President Grover Cleveland followed the U.S. Constitution, and the rule of law.  The
U.S. Congress failed to follow rule of law by breaching and violating the Treaty with the
Kingdom of Hawaii, the 1850 permanent treaty of friendship, a Protectorate Treaty in 1854, the
Neutrality Law of 1854, including the U.S. Constitution, Article 6 - Supremacy Clause..
